Multiple staff members inside Colorado\u2019s unemployment insurance division have expressed alarm over what they called a \u201cdisturbing practice\u201d of state officials asking claimants to cancel their appeals.<\/p>\n

On June 12, a hearing officer with the Colorado Department of Labor and Employment\u2019s unemployment insurance appeals division told agency leaders in an email that she witnessed a hearing in which a claimant testified that the state\u00a0called her and asked her to cancel her appeal concerning a benefit determination.<\/p>\n

The division representative told the claimant that \u201cit was unlikely that she would prevail,\u201d the hearing officer wrote in the message, a copy of which was reviewed by The Denver Post.<\/p>\n

\u201cThis is a disturbing practice,\u201d Ashleigh Hall, the hearing officer, wrote to her colleagues. \u201cIf this is what the\u2026 team is doing, they need to stop it, as it will have a chilling effect on parties exercising their right to an appeal.\u201d<\/p>\n

Last week, a second hearing officer emailed a supervisor, asking for an update on this practice.\u00a0The employee also included a summary of a call between state officials and a claimant in which the individual said that \u201che went through a lot of effort to prepare for the appeal and requested to continue with the appeal.\u201d<\/p>\n
